Alabama 2006 Five Percent Report

This report is in response to the Federal requirement that each state describe at least 5 percent of its locations currently exhibiting the most severe highway safety needs, in accordance with Sections 148(c)(1)(D) and 148(g)(3)(A), of Title 23, United States Code.  Each state’s report is to include potential remedies to the hazardous locations identified; estimated costs of the remedies; and impediments to implementation of the remedies other than costs.  The reports included on this Web site represent a variety of methods utilized and various degrees of road coverage.  Therefore, this report cannot be compared with the other reports included on this Web site.

Alabama Department of Transportation 5% Report

The SAFETEA-LU Legislation contains a provision in Section 148 (c)(1)(D) requiring the States to submit an annual safety report.  This report requires the State to describe not less than 5% of their highway locations for all public roads exhibiting the most severe safety needs.  The FHWA Guidance dated April 5, 2006 indicates the intent of this provision is to raise the public awareness of the highway safety needs and challenges in the States.

ALDOT is using the frequency of fatalities and serious injuries method as the screening mechanism to identify these locations.  We have a data base to identify crash locations on all public roads.  The method used will be based on one-hundred (100) locations with the greatest number of fatalities and serious injuries for each of four categories.  These categories are listed as follows:

  • Interstate System
  • Federal and State Routes
  • County Roads
  • Local Roads

The analysis period will be for a three (3) year period from 2003 – 2005.  This method will provide a list of twenty (20) locations and include both high and low ADT roadways. 

While we are aware of the effects the "4E" concept (engineering, enforcement, education, and emergency response) may have on this list we have no way to measure or address how the crashes may have been affected by enforcement, education, or emergency medical response.  The Department has no control over any of these activities and there is no realistic way to evaluate the enforcement, education, or emergency medical response.  We will report only on the engineering solutions.  We will provide the Department of Public Safety (DPS) and the Governor's Highway Safety Representative (GHSR) a list of the locations identified in this report for their observation and oversight.  The Department has an Agreement with DPS to fund increased enforcement for $2.6 Million from July, 2006 through July, 2007 using Section 163 (BAC .08) and Section 157 (Seat Belt Incentive) Funds.  The GHSR has programs in specific geographic areas to provide local governments assistance for enforcement.  The increased enforcement will be used in surveillance of high crash locations identified through the State crash data analysis system.

In the future if the Strategic Highway Safety Plan (SHSP) identifies any significant evaluation tool for incorporating the other three (3) "E’s" we will adjust our evaluation process.  The projects are listed on attached charts with analysis and commentary required by this report.

A detailed crash analysis will need to be conducted to determine the most cost-effective, potential remedy.  No determination has been made of the potential remedies contained in this report as to their effectiveness in reducing fatalities and serious injuries.  The potential remedies and costs are presented as typical remedies and costs.  It is recognized and expected that details and costs of the proposed improvements will change during formal project development.
