Colorado 2006 Five Percent Report

This report is in response to the Federal requirement that each state describe at least 5 percent of its locations currently exhibiting the most severe highway safety needs, in accordance with Sections 148(c)(1)(D) and 148(g)(3)(A), of Title 23, United States Code.  Each state’s report is to include potential remedies to the hazardous locations identified; estimated costs of the remedies; and impediments to implementation of the remedies other than costs.  The reports included on this Web site represent a variety of methods utilized and various degrees of road coverage.  Therefore, this report cannot be compared with the other reports included on this Web site.

5 Percent Report

HSIP 5% Report Synthesis

This report listing represents a minimum of 5% of the locations in Colorado that exhibit an accident history greater than the statewide average (see Table 2).  There are no impediments to implementing the suggested countermeasures other than funding.  The methodology of pattern recognition and direct diagnostics techniques was used to generate this listing.  This methodology was developed to conduct diagnostic analysis of safety problems for different classes of roads in various environments.  This methodology is based on numerous research papers[1] and actual applications of the theories and principles in Colorado.  Revised brief excerpts from these papers are below explaining the methodology used.  All safety programs and analysis methods are available and are used on all public roads in Colorado.

There is an established consensus among traffic safety researchers that a nonlinear relationship exists between traffic exposure and safety.  This relationship is reflected by the safety performance functions (SPFs) calibrated for various classes of roads and intersections.  One of the main uses of SPFs is to identify locations with potential for accident reduction.  While this application is certainly important, the use of SPFs provides no information related to the nature of the accident occurrence.  Without being able to relate accident frequency and severity to roadway geometrics, traffic control devices, roadside features, roadway condition, driver behavior, or vehicle type, it is not possible to develop effective countermeasures.  A methodology was developed to provide guidance in diagnostics of safety problems, recognition of accident patterns, and development of appropriate countermeasures.  Considering that traffic accidents can be viewed as random Bernoulli trials, it is possible to detect deviation from the statistical process by computing observed cumulative probability for each of the accident characteristics.  Detection of an accident pattern at an intersection suggests the presence of an element in the roadway environment that triggered a deviation from a random statistical process in the direction of reduced safety.  Identification of such an element always provides a critical clue to accident causality.

A framework of 84 normative parameters was developed to provide a knowledge base for diagnostic analysis of different classes of roads in rural and urban environments.  Because traffic accidents can be viewed as random Bernoulli trials, it is possible to detect deviation from the random statistical process by computing the observed cumulative probability for each of the 84 normative parameters.  The 84 parameters can be grouped into 11 general categories: accident type, severity, accident location, road condition, direction of travel, lighting condition, vehicle type, human factors, driver condition, weather condition, and time of day.  It is important to note that some, but not all, normative parameters within the same safety performance function (SPF) change with annual average daily traffic (AADT).  For instance, in general, the severity of accidents gradually decreases and the distribution of accidents by accident type changes with AADT.  With this in mind, 84 normative parameters were stratified for three ranges of AADT: low, medium, and high.  In the process of assessing the nature and magnitude of safety problems at specific locations, SPF analysis should be used in conjunction with an appropriate diagnostic investigation by using the pattern recognition algorithm.  The stratification of the diagnostic parameters by AADT improves the ability to identify accident patterns more accurately.  For instance, for the low range of AADT on two-lane mountainous roads, the average proportion of head-on collisions is 2%, while it is 8% for the high range of AADT.  Not accounting for this change would lead to misdiagnosis of the problem.  While level of service of safety (LOSS) provides a means of assessment of the magnitude of the safety problem, it is important to understand that accident patterns susceptible to correction may exist with or without overrepresentation in total frequency, as detected by SPF.

Colorado has a extensive crash data and roadway inventory system available in database format.  Some of the information is electronically gathered, transferred, and processed, while much of it though is still done on paper and later translated to electronic format.  Colorado’s goal for a fully automated traffic records system and timely collection of data is 2010.
