Florida 2006 Five Percent Report
This report is in response to the Federal requirement that each state describe at least 5 percent of its locations currently exhibiting the most severe highway safety needs, in accordance with Sections 148(c)(1)(D) and 148(g)(3)(A), of Title 23, United States Code. Each state’s report is to include potential remedies to the hazardous locations identified; estimated costs of the remedies; and impediments to implementation of the remedies other than costs. The reports included on this Web site represent a variety of methods utilized and various degrees of road coverage. Therefore, this report cannot be compared with the other reports included on this Web site.

METHODOLOGY USED, EXTENT OF COVERAGE, AND YEARS ANALYZED
The Florida Department of Transportation does not currently have the facilities to locate and analyze crashes that happen on the road systems maintained by local agencies such as counties, cities, or private developments. The process for identifying this 5% hazardous locations list is limited to the approximately 12,500 miles of state maintained roadways which account for the location of more than 50 % of the traffic fatalities, injuries, and crashes. The remaining crashes are dispersed over the approximately 100,000 miles of local roadways and are not reflected currently in the 5% report listings.
The Department routinely identifies high crash locations for roadway segments and intersections on the state maintained highway system using the Poisson's Rate Quality Control Formula. Locations included for consideration have a minimum of 8 long form reportable crashes for the years 2003 through 2005 and are:
| 1) Rural, outside the city and outside the urban boundaries, and pass the Poisson's test for 95% confidence that the location has an abnormally high frequency of crashes for like facilities. |
| 2) Urban by design with curb and gutter on the outside shoulder and pass the Poisson's test for 99.95% confidence. |
| 3) Suburban characteristics, no curb and gutter but are within the confines of an urban area or city limit and pass the Poisson's test for 99% confidence. |
These High Crash Location lists identified 4,450 high crash segments and 6,800 high crash intersections for the noted analysis period of 2003-2005.
Since the Department is decentralized and each District receives its own HSIP funding allocation, the 5% list was identified by using each individual District separately instead of from a global statewide perspective. The number of locations per District represents either 5% of their combined high crash intersection/segment list or a percentage of locations equal to their proportionate share of the Highway Safety Improvement Program funding they receive, whichever was larger. The locations were then sorted by the highest number of fatalities plus injuries and the appropriate number of locations was selected from each District. Since some of the identified intersections were contained within a high crash segment, all duplicate locations were eliminated from the final lists. For the 5% list on the State Highway System see Table 11.
REMEDIES, COSTS, AND IMPEDIMENTS
Some of the listed locations are reflected with their associated costs in the proposed or recently completed projects tables identified earlier in this report. Remaining locations are being reviewed by the Department's District Safety offices for potential project development through the normal Highway Safety Improvement Program process.
Impediments to implementing projects include right of way availability in dense urban areas, excessive traffic volumes, and the Department's limited authority in directing safety programs external to the Department, such as enforcement, educational, and emergency services activities.
SCHEDULE TO UPDATE TO FULL ROADWAY SYSTEM COVERAGE
The Department has procured an all roads Geographic Information System (GIS) base map and is investigating how to conflate the Department's linear referencing system onto this tool along with developing a linear referencing system for the local road network. ESRI ® and other software developers have recently developed GIS modules to place point features onto the GIS latitude and longitude coordinate system using street names and offsets from intersecting streets. With the association of a linear referencing system to all roadway line segments both the intersection and segment types of analysis can be expanded to the local road systems. To this end we have applied for a Section 408 Traffic Records grant which may be approved in the near future.

NOTE: Although the following charts in Table 11 show segments and intersections separately (due to different characteristics being displayed), the overall listing represents the top 5% of combined high crash segments and high crash intersections on the State Highway System. The 5% Report charts were obtained by taking the high crash segments and the high crash intersections on the State Highway System, merging them together, removing duplicate locations and taking the resulting top 5% per District.
