Massachusetts 2006 Five Percent Report

This report is in response to the Federal requirement that each state describe at least 5 percent of its locations currently exhibiting the most severe highway safety needs, in accordance with Sections 148(c)(1)(D) and 148(g)(3)(A), of Title 23, United States Code.  Each state’s report is to include potential remedies to the hazardous locations identified; estimated costs of the remedies; and impediments to implementation of the remedies other than costs.  The reports included on this Web site represent a variety of methods utilized and various degrees of road coverage.  Therefore, this report cannot be compared with the other reports included on this Web site.

Protection from Discovery and Admission into Evidence—Under 23 U.S.C. 148(g)(4) information collected or compiled for any purpose directly relating to this report shall not be subject to discovery or admitted into evidence in a Federal or State court proceeding or considered for other purposes in any action for damages arising from any occurrence at a location identified or addressed in the reports.

RE: SAFETEA-LU Top 5% Reporting

Dear Mr. Gee:

Please accept the attached Massachusetts Top 5% Report. As per the SAFETEA-LU requirement [Section 148(c)(1)(D)], this report includes the locations where the most fatal and serious injury crashes have occurred.

METHODOLOGY

The Massachusetts crash reporting system changed at the end of 2001, as did the method for locating and grouping crashes into specific locations or polygons. While a significantly higher percentage of crashes have been spatially located in the Geographical Information System (GIS) post-2001, the methodology for grouping them into locations or “hot spots” has not yet been completed. Therefore, for this first annual “5% Report “ we have opted to use 1999-2001, the 3 most recent years of crash data that has already been located and grouped into a geographical area (a polygon). The Registry of Motor vehicles is the repository for the Massachusetts crash reporting system. The state-wide system includes all crash reports that were submitted by the State and local police, as well as operators, and entered into the system. This includes crashes that have occurred on all public roadways, not just those under State jurisdiction.

When possible, these crashes were then spatially located to a predefined polygon. Approximately 63% of the 1999-2001 crashes were spatially located. The statewide database was queried for all crashes that occurred between 1999-2001 and at least one person involved in the crash sustained fatal or “serious visible” injuries. This query resulted in 11,490 crashes (1,242 fatal crashes and 10,428 visible serious injury crashes). Approximately 7,250 of these crashes had been located in GIS. This resulted in a total of 5,881 locations where at least one fatal or serious visible injury occurred. The next step was to count how many of these crashes occurred in each of the identified polygons. The severity of the crash injury was weighted with a fatal crash equal to 1.5 serious injury crashes (this specific weighting was selected so that the relatively few fatal crashes would not overshadow the occurrence of a serious visible injury crash). The polygons were then sorted based on the weighted number of crashes that occurred within each polygon. The “Top 5%” was determined to be the top polygon crash locations with the cumulative total of 575 crashes (5% of the 11,490). A total of 124 locations were identified, which included areas under local jurisdiction as well as State jurisdiction.

FUTURE REPORTING

Since November 2001, a new crash form has been used to collect the crash data in Massachusetts. MassHighway uses a program that automatically pulls in all of the crashes and attempts to automatically geocode them. Presently, approximately 75-80% of all crashes are being geocoded. Various spatial statistical analyses are being tested to automatically produce the top “N” locations. The next annual “Top 5% report” will include the three most recent years of geocoded crashes and will most likely be based on the kernel density method for identifying top locations.
