North Dakota 2006 Five Percent Report

This report is in response to the Federal requirement that each state describe at least 5 percent of its locations currently exhibiting the most severe highway safety needs, in accordance with Sections 148(c)(1)(D) and 148(g)(3)(A), of Title 23, United States Code.  Each state’s report is to include potential remedies to the hazardous locations identified; estimated costs of the remedies; and impediments to implementation of the remedies other than costs.  The reports included on this Web site represent a variety of methods utilized and various degrees of road coverage.  Therefore, this report cannot be compared with the other reports included on this Web site.

Protection from Discovery and Admission into Evidence—Under 23 U.S.C. 148(g)(4) information collected or compiled for any purpose directly relating to this report shall not be subject to discovery or admitted into evidence in a Federal or State court proceeding or considered for other purposes in any action for damages arising from any occurrence at a location identified or addressed in the reports.

A left turn lane for westbound US 2 traffic turning into Arvilla is presently being widened and lengthened.2005 showed a decrease in the number of crashes at this location. Increase mowing schedule. Description of methodology: The locations above are the top 5% of the locations identified in the ND Annual High Crash Locations Analysis. For the Annual High Crash Locations Analysis the top 50 urban intersection/link locations, top 15 rural Interstate highway locations, and top 15 rural State highway locations are identified and ranked. All severity of crashes are included. The ranking process factors in the total number of crashes at the location, the weighted severity of the crashes, and the crash rate. All three factors are used to arrive at a final rank. Information on all ranked locations is sent to the Cities and NDDOT District Engineers as applicable and they are asked to comment on possible remedies. All comments are compiled and the NDDOT Planning & Programming Divisiopublishes the recommendations and proceeds with project development as appropriate.
Extent of public road coverage: Rural - all State and Interstate highways, Urban - 13 major cities (population 5,000 and over)
Schedule for updating crash data system to full coverage: Have statewide crash data covering all public roads, work needs to be done on query system to incorporate all data into the ranking process. This should be completed for the next evaluation period.
