South Dakota 2006 Five Percent Report
This report is in response to the Federal requirement that each state describe at least 5 percent of its locations currently exhibiting the most severe highway safety needs, in accordance with Sections 148(c)(1)(D) and 148(g)(3)(A), of Title 23, United States Code. Each state’s report is to include potential remedies to the hazardous locations identified; estimated costs of the remedies; and impediments to implementation of the remedies other than costs. The reports included on this Web site represent a variety of methods utilized and various degrees of road coverage. Therefore, this report cannot be compared with the other reports included on this Web site.

5% PERCENT REPORT - 2006
This report was prepared by the South Dakota Department of Transportation to satisfy the requirement of SAFETEA-LU, 23 U.S.C. 148 (c)(1)(D). The information in this report was gathered from the crash records data base maintained by the South Dakota Department of Public Safety (DPS), and is applicable to all public roads in South Dakota.
The time frame covered in this report is January 1, 2004 through September 15, 2006 (2.70 years). South Dakota developed a new GIS enabled crash records system, South Dakota Accidents Records System (SDARS), which was activated on January 1, 2004. The crash records system used prior to January 1, 2004 was not GIS compatible, therefore, no records were used from that system. The use of 2.70 years of data for the report is less than the normal 3 years of data used for analysis purposes, but is a sufficient window of time to identify crash trends.
METHODOLOGY:
Using ArcGIS, the DPS crash records data base was queried for a count of all the fatality and incapacitating injury crashes on all public roads in South Dakota for the period January 1, 2004 through September 15, 2006. This resulted in 2,643 crashes. We decided to separate the city crashes from rural crashes. We found 799 of the 2,643 crashes occurred in the class 1 cities (cities >5000 population), and 1,844 of the 2,643 crashes occurred outside the class 1 cities, which we will call rural locations.
In the cities, we queried for locations where 5 % of 799 crashes or 40 crashes were located. There were 4 intersections with 4 fatality and incapacitating crashes and 1 intersection with 5 fatality and incapacitating crashes. This produced only 21 crashes, which is under the required 5% of 40 crashes. When we dropped the crash threshold to locations with 3 fatality and incapacitating crashes we gained 51 crashes. This produced 72 crashes, or 9%, which is over the required 5%. We decided to use the locations in the cities with 3 or more crashes. This produced 14 locations in Rapid City with a total of 48 crashes, 7 locations in Sioux Falls with a total of 21crashes, and 1 location in Aberdeen with a total of 3 crashes.
In the rural areas, we queried for locations where 5% of 1844 crashes or 92 crashes were located. We queried for the number of crashes per one-half mile segments of roadway. The crashes in the rural clusters were gathered by using the "accident clusters by accident" concept in ArcGIS. The "accident clusters by accident" concept was extended by adding a spatial analysis. In the spatial analysis, a union was taken where the one-half mile buffers were overlapping followed by a dissolve to create a single accident buffer area. This method produced 5 clusters of crashes totaling 95 crashes, which is only slightly over the required 5%. The Box Elder cluster has 13 crashes, the Black Hawk cluster has 20 crashes, the Boulder Canyon cluster has 16 crashes, the Deadwood cluster has 32 crashes, and the US 16 – 3 Forks to Keystone Wye has 14 crashes.
It should be noted that the above methods have identified locations that do not qualify for the Roadway Safety Improvement (RSI) process used in South Dakota to identify hazardous locations. The RSI process identifies locations where 5 or more crashes have occurred in the most recent 3-year period. The methods above have identified locations where less than 5 crashes have occurred in a 3-year period and would not be considered significant enough to be considered for the RSI process.
SUMMARY OF CITY LOCATIONS:
CITY OF RAPID CITY:
Sturgis Rd & W. Main: Of the 3 crashes at this location, 2 were angle-intersection crashes and 1 was a crash involving parked vehicles. The crash reports indicate that the first angle-intersection crash involved a driver making a left turn in front of oncoming traffic. The second angle-intersection crash involved a driver pulling through a flashing red light in front of a vehicle having a flashing yellow light. The parked vehicle crash involved a vehicle traveling at 100 MPH in a posted 35 MPH zone losing control, skidding, and ending up in a parking lot striking parked cars and trailers. CORRECTIVE ACTION: None.
Omaha (SD44) & Mt. View (SD44): Of the 3 crashes at this location, 2 were angle-intersection crashes and 1 was a rear-end crash. The crash reports indicate that the both angle-intersection crashes involved a driver turning left on a red-turn arrow in front of oncoming traffic. The rear-end crash involved a vehicle stopped waiting to merge at a yield sign being struck from behind by another vehicle who was watching traffic and did not notice the vehicle ahead had stopped. CORRECTIVE ACTION: None. NOTE: This intersection is receiving modifications as part of the Mt. View reconstruction project which will be completed in 2007.
West Main & Jackson Blvd.: Of the 5 crashes at this location, 3 were angle-intersection crashes and 2 were rear-end crashes. The crash reports indicate that the first angle-intersection crash involved a DUI driver make a left-turn on a red turn light in front of oncoming traffic. The second angle-intersection crash involved a driver stopping for a flashing red left-turn arrow, and proceeding to turn left in front of an oncoming vehicle who had a flashing yellow arrow. The third angle-intersection crash involved a driver making a left turn on a green arrow colliding with an oncoming vehicle running a red light. The crash reports indicate that the first rear-end crash involved a vehicle stopped at a red light being rear-end by a second vehicle. The second rear-end crash involved a motorcycle losing control and striking the rear of a car parked in a parking lot. CORRECTIVE ACTION: None.
Omaha (SD44) & Mt. Rushmore Rd. (US16): Of the 3 crashes at this location, 2 were angle-intersection accidents and 1 involved a vehicle and a bicycle.
The crash reports indicate that the 2 angle-intersection crashes involved a vehicle making a left turn on a green light in front of an oncoming vehicle that also had a green light. The crash involving the bicycle occurred when the bicycle was crossing in front of traffic that had a green light. CORRECTIVE ACTION: None. NOTE: This intersection was reconstructed as part of the Omaha St. reconstruction project in 2003 & 2004. This location has a raised median separating the eastbound and westbound lanes and shows up as 2 locations on the map. Since the two lanes are less than 100 feet apart, the query treats them as one location for crash analysis purposes.
Mt. Rushmore Rd. (US 16) & St. Joseph St.: Of the 3 crashes at this location, 2 were angle-intersection crashes and 1 was a rear-end crash. The crash reports indicate that the first angle-intersection crash involved a southbound vehicle running a red light and colliding with an eastbound vehicle. The second angle-intersection crash involved a southbound driver making a left turn in front of a northbound vehicle. The rear-end crash occurred when a driver putting his soda in the cup holder failed to see that the vehicle ahead of him was stopped. CORRECTIVE ACTION: None.
Mt Rushmore Rd. (US16) & South St.: Of the 3 crashes at this location, 2 were angle-intersections crashes and 1 was a rear-end crash. The crash reports indicate that the first angle-intersection crash involved a eastbound DUI driver running a stop sign and colliding with northbound vehicle. The second angle-intersection involved a northbound DUI driver crossing centerline and colliding with the side of a southbound vehicle. The rear-end crash involved a driver following too close to a vehicle slowing down for a third vehicle. CORRECTIVE ACTION: None.
5th St. & St. Patrick: Of the 4 crashes at this location, 4 were angle-intersection crashes. The crash reports indicate that 2 drivers ran red lights and collided with cross traffic. A left-turning vehicle turned in front of oncoming traffic – both having green light. A northbound vehicle ran a red light & collided with southbound left-turning vehicle.
CORRECTIVE ACTION: None.
Maple St. & E. Omaha (SD44): Of the 3 crashes at this location, 1 was an angle-intersection crash, 1 crash involved a bicycle, and 1 was classified as an "other" crash. The crash reports indicate 1angle-intersection crash involved a northbound driver stopped at a red light and an eastbound driver making a right turn swerved to miss a third vehicle and struck the stopped vehicle. The bicycle crash involved right turning vehicle colliding with a bicycle that was on the right side of vehicle. The "other" crash involved a driver making a left turn from a private driveway near the intersection colliding with an eastbound vehicle. CORRECTIVE ACTION: If either street is resurfaced, apply access management policy to see if the approached near the intersection can be moved or eliminated. There is not a resurfacing project in the 5-year plan. IMPEDIMENT: Approach my not be able to be eliminated due to needed access by commercial activity.
E. St. Joseph & E. St. Patrick: Of the 3 crashes at this location, 1 was an angle-intersection crash, 1 was a rear-end crash, and 1 was an "other" crash. The crash reports indicated that the angle-intersection crash involved a northbound vehicle turned left in front of an oncoming vehicle – both had a green light. The rear-end crash involved a motorcycle stopped in the southbound left-turn lane being rear ended by a driver "high" on marijuana and playing a game on his cell phone – the driver of the motorcycle was killed. The "other" crash involved a driver making a left turn from a private driveway pulled in front of an eastbound motorcycle traveling in the through lane next to centerline. CORRECTIVE ACTION: The number of accesses should be reviewed the next time St. Joseph St. is resurfaced. There is not a project in the 5-year plan for this section of St. Joseph St. IMPEDIMENT: The commercial activity may not be willing to give up the driveway.
E. St. Patrick & S. Valley Dr.: Of the 4 crashes at this location, 3 were angle-intersection crashes, and 1 was a head-on crash. The crash reports indicate the first angle-intersection crash involved an eastbound vehicle disregarding a red light and colliding with a northbound vehicle with the northbound vehicle being pushed into a third westbound vehicle waiting at the red light. The second angle-intersection crash involved an eastbound driver who looked down for a moment, did not see the light change to red, and collided with a southbound vehicle who had a green light. The third angle-intersection crash occurred when an eastbound vehicle turned in front of a westbound through vehicle – both had a green light. The head-on crash occurred when an eastbound left-turning vehicle was struck head-on by a westbound vehicle traveling at a high rate of speed. CORRECTIVE ACTION: None.
LaCrosse & E. North St.: Of the 4 crashes at this location, 2 were an angle-intersection crashes, 1 was a rear-end crash, and 1 was a pedestrian crash. The crash reports indicate the first angle-intersection crash occurred when an eastbound vehicle ran a red light and collided with a southbound vehicle. The second angle-intersection crash occurred when a northbound vehicle ran a flashing red light and collided with an eastbound vehicle going through a flashing yellow light. The rear-end crash occurred when a vehicle in the left-turn lane was rear ended by a driver who was reaching down for his cell phone. The pedestrian crash occurred during darkness when an alcohol involved pedestrian walked in front of a northbound vehicle – the pedestrian was wearing dark clothing and was not in the crosswalk. CORRECTIVE ACTION: None.
E. Cambell St. & E. Omaha (SD44): Of the 4 crashes at this location, 2 were angle-intersection crashes, 1 was a rear-end crash, and 1 was a sideswipe opposite direction crash. The crash reports indicate that the first angle-intersection crash occurred when an westbound vehicle ran a red light and collided with a southbound vehicle. The second angle-intersection crash occurred when a westbound DUI driver ran a red light and collided with a southbound vehicle. The rear-end crash occurred when a vehicle was stopped at a yield sign in a merge lane and was rear-ended by another vehicle. The side-swipe crash occurred when a westbound vehicle driven by a DUI driver ran a red light and collided with a southbound vehicle, then veered of into a parking lot and side swiped a parked vehicle. CORRECTIVE ACTION: None.
N. Haines & Disk Dr.: Of the 3 crashes at this location, 1 was an angle-intersection crash, and 2 were rear-end crashes. The crash reports indicate that the angle-intersection crash occurred when a southbound vehicle turned left on a yellow light, collided with a northbound through vehicle proceeding through the intersection on a yellow light, and a third vehicle was struck. The first rear-end crash occurred when a southbound vehicle driven by a DUI driver rear ended a vehicle stopped for a red light. The second rear-end crash occurred when a westbound vehicle crashed into a line of stopped vehicles at a red light. CORRECTIVE ACTION: None.
CITY OF SIOUX FALLS:
Western & 42nd St.: Of the 3 crashes at this location, 1crash was an angle-intersection crash, 1crash was a vehicle colliding with a fixed object off roadway, and 1 crash was a vehicle-pedestrian crash. The crash reports indicate that the angle-intersection crash occurred when a northbound vehicle made a left turn in front of a southbound vehicle – the driver of the northbound vehicle later died from injuries received in the crash. The crash involving the fixed object off the roadway occurred when a northbound vehicle driven by a DUI driver made an abrupt lane change, jumped the curb and collided with a sign. The vehicle-pedestrian crash occurred when two pedestrians crossing the north leg of the intersection were struck by an eastbound vehicle making a left turn. CORRECTIVE ACTION: None.
26th & Southeastern: Of the 3 crashes at this location, 2 were angle-intersection crashes and 1 was a rear-end crash. The crash reports indicate that the first angle-intersection crash occurred when eastbound vehicle ran a red light and collided with a southbound vehicle. The second angle-intersection crash occurred when a southbound vehicle ran red light and collided with a westbound vehicle, spun, and collided with a third vehicle. The rear-end crash occurred when a southbound vehicle rear-ended a vehicle stopped for a red light – the driver may have may have suffered seizure. CORRECTIVE ACTION: None.
6th & Lowell: Of the 3 crashes at this location, 1 was an angle-intersection crash and 2 were rear-end crashes. The crash reports indicate that the angle-intersection crash occurred when an eastbound vehicle turned in front of a westbound vehicle, The first rear-end crash occurred when a westbound vehicle stopped in traffic and was rear ended by a second vehicle. The second rear-end crash occurred when a westbound vehicle stopped to wait for traffic to clear to make a left turn and was rear ended by another vehicle. Note: The north and south legs of the intersection have stop signs.
CORRECTIVE ACTION: Investigate the need for installing left-turn bays on 6th St. This would have to be done by the City of Sioux Falls.
6th & Cliff Ave.: Of the 3 crashes at this location, 1 was an angle-intersection crash, 1 was overturned on roadway crash, and 1 was an "other" type of crash. The crash reports indicated the angle-intersection crash occurred when a driver attempted to make a left turn from a driveway and collided with southbound vehicle. The overturned in roadway crash occurred when a motorcycle made an abrupt stop to avoid rear ending a car and tipped on its side. The "other" type of crash occurred when the driver of a southbound vehicle in the inside lane attempted to make a right turn in front of the vehicle in the outside lane. CORRECTIVE ACTION: None.
6th & Phillips Ave.: Of the 3 crashes at this location, 1 was an angle-intersection crash and 2 were bicycle involved crashes. The crash reports indicated the angle-intersection crash occurred when a northbound DUI driver went through a flashing red light and collided with an eastbound vehicle that had a flashing yellow light. The first bicycle crash occurred when a westbound bicycle entered the intersection on a yellow light, the light changed to red and a southbound vehicle proceeded on the green light and collided with the bicycle – southbound driver was charged with DUI. The second bicycle crash occurred when a northbound left-turning vehicle with a green light failed to yield to a southbound bicycle – northbound driver charged with failure to yield. CORRECTIVE ACTION: None.
E. 31st St. & Cliff Ave.: Of the 3 crashes at this location, 3 were angle-intersection crashes. The crash reports indicate that in the first angle-intersection crash an eastbound vehicle stopped at a stop sign then pulled out into northbound traffic. In the second angle-intersection crash, an eastbound vehicle stopped at a stop sign and pulled out into southbound traffic. In the third angle-intersection crash, a westbound vehicle stopped at the stop sign then pulled out into southbound traffic. There are no sight obstructions at this location. NOTE: The Cliff Ave. & 31st St. intersection is less than 100 feet from the Service Rd. & 31st St. intersection and will appear on the map as two intersections. Since the intersections are less than 100 feet apart, the query treats them as one location for crash analysis purposes. CORRECTIVE ACTION: None. The City of Sioux Falls has this section of Cliff Ave. included in their Construction Improvement Program (CIP).
CITY OF ABERDEEN:
8TH Ave. NE & Roosevelt St. N.: Of the 3 crashes at this location, 3 were angle-intersection crashes. The crash reports indicate that in the first angle-intersection crash, a westbound left-turning vehicle failed to yield to an eastbound through vehicle. In the second angle-intersection crash, a northbound left-turning vehicle stopped for a flashing red light then proceeded and collided with an eastbound vehicle traveling through a flashing yellow light. In the third angle-intersection crash, a southbound vehicle ran a red light and collided with a westbound vehicle that had a green light. CORRECTIVE ACTION: None.
SUMMARY OF RURAL LOCATIONS:
BOX ELDER CLUSTER – Pennington County: This cluster has 13 crashes at the locations listed below. Of the 13 crashes, 7 were angle-intersection crashes, 1 was a rear-end crash, 1 was hit fixed object off roadway, 2 were overturned off roadway, 1 was sideswipe while overtaking, and 1 "other" type crash. The crash reports indicate the following:
I-90 - MRM 63.86 WB, MRM 64.70 WB, & MRM 65.90 EB:
· At MRM 63.86 WB, a westbound vehicle swerved to miss an object laying in the roadway, but hit the object then hit a parked vehicle – object had come off the parked vehicle.
· At MRM 64.70 WB, vehicle traveling in passing lane drifted off the left shoulder, over corrected, and rolled - driver was ejected and killed.
· At MRM 65.90 EB, vehicle passing another vehicle, lost control, sideswiped the other vehicle rolled into median – driver was killed.
I-90 Service Road – 0.5 mile east of Bennett Rd. – near Exit 63:
· Motorcycle left service road for unknown reason and struck the right of way fence.
County Road 14-16 & Westgate Rd:
· Northbound vehicle failed to stop at stop sign, collided with westbound vehicle.
· Southbound vehicle stopped at stop sign then proceeded, failed to yield, and collided with a westbound vehicle.
County Road 14-16 & S. Ellsworth Rd:
· Southbound vehicle stopped at the stop sign then proceeded, failed to yield, and collided with an eastbound vehicle – heavy rain at the time.
County Road 14-16 & Radar Hill Rd:
· Northbound vehicle stopped at stop sign then pulled out in front of eastbound vehicle – northbound driver cited for failure to yield after stop.
· Northbound driver stopped at stop sign then pulled out in front of eastbound vehicle which was traveling next to a RV vehicle slowing down to make a right turn. Driver of northbound vehicle may not have seen eastbound vehicle due to RV. Driver of northbound vehicle was killed.
County Road 14-16 – MP 48 (In Box Elder City Limits):
· Eastbound vehicle ran off road and rolled – driver was killed.
Country Road & Bennett Road:
· Eastbound vehicle making a left turn collided with a westbound through vehicle.
· Northbound vehicle stopped at stop sign, then pulled out in front of an eastbound vehicle.
Country Road & Ashland Road:
· Eastbound vehicle ran into the rear end of a slower moving vehicle that was preparing to make a left turn.
CORRECTIVE ACTION: The Roadway Safety Improvement (RSI) team should look at the crash history in this cluster during their next inspection trip.
BLACK HAWK CLUSTER – Meade County: This cluster has 20 crashes at the locations listed below. Of the 20 crashes, 5 were angle-intersection crashes, 3 were a rear-end crashes, 1 was a head-on crash, 3 were hit fixed objects off roadway crashes, 2 were overturned on roadway crashes, 5 were overturned off roadway crashes, 1 was an angle non-intersection crash. It should be noted that SD 79 was changed to SD 231 in 2006, but the crash information below will reference SD 79. The crash reports indicate the following:
I-90 MRM 51.00 WB, 51.30 WB, 51.40 EB, 51.51 WB, 51.80 WB, 52.00EB, 52.44 EB, 53.10 WB, 53.40 EB:
· At MRM 51.00 WB, a motorcycle was following a car in a construction zone – the car slowed down and the motorcycle driver braked hard with rear brake causing bike to slide out from under him.
· At MRM 51.30 WB, a motorcycle lost control on rain slick pavement and went into the ditch.
· At MRM 51.40 EB, a vehicle 1 was traveling too fast for conditions and rear ended a second vehicle, air bags deployed and vehicle 1 struck a third parked vehicle.
· At MRM 51.51 WB, driver lost control of vehicle on icy bridge and vehicle entered median and overturned.
· At MRM 51.80 WB, driver lost control of vehicle on icy roadway and vehicle entered median and overturned.
· At MRM 52.00 EB, Vehicle 1 rear-ended vehicle 2, then vehicle 2 sideswiped vehicle 3 which was a motorcycle and tipped it over – driver of vehicle 3 died 3 days later.
· At MRM 52.44 EB, vehicle was traveling in a construction zone - the two occupants were arguing when the passenger grabbed the steering wheel causing the vehicle to go out of control and collide with a concrete bridge rail – passenger struck head on door frame and died later of head injuries.
· At MRM 53.10 WB, driver of vehicle became ill and passed out, traveled through the median, across the eastbound lane which was closed for construction, and through a chain link fence.
· At MRM 53.40 EB, driver lost control of vehicle while passing a slower vehicle, over corrected, entered median, and rolled.
I-90 & SD79:
· Driver of northbound vehicle on SD 79 suffered a medical condition, crossed into I-90 median, came out of median, crossed I-90, and went into the ditch.
SD 79:
· At MRM 84.40, two motorcycles were traveling southbound. One slowed down for a deer and the second cycle came upon and collided with the first.
· At MRM 85.20, a motorcycle was traveling south drove off the roadway and entered the west ditch – driver died of head injuries.
· At MRM 86.40, two vehicles were northbound when the front vehicle stopped to make a left turn and the second vehicle rear-ended the front vehicle.
SD 79 & Universal Dr.:
· Southbound vehicle on SD79 made a left turn in front of a northbound motorcycle – motorcycle skidded while trying to avoid the vehicle and overturned.
SD 79 & Valley View Dr.:
· Southbound vehicle was struck in the side by a northbound vehicle making a left turn – driver of northbound vehicle cited for DUI.
SD 79 & Peaceful Pines (MRM 86.20):
· Vehicle making a northbound left turn failed to yield and collided with a southbound vehicle. Southbound vehicle then collided with an eastbound vehicle stopped at the Peaceful Pines stop sign.
SD 79 & Foothills Dr.:
· A southbound vehicle on SD 79 was struck by a westbound vehicle coming from Foothills Dr. SD 79 at this location is a north/south divided section. Foothills Dr. is controlled by a stop sign at the northbound lane of SD 79 and by a Yield sign at the median of SD 79.
· An eastbound vehicle on Foothills Dr. struck a northbound vehicle on SD 79. The eastbound vehicle was crossing the median of SD 79.
· An eastbound vehicle on Foothills Dr. struck a northbound vehicle on SD 79. The eastbound vehicle was crossing the median of SD 79.
Logan St & Ash St. in black Hawk:
· Northbound ATV on Logan St. swerved to miss a dog, hit a hole, and rolled ejecting the driver.
CORRECTIVE ACTION: The above section of I-90 from MRM 49.98 to 52.94 is scheduled for reconstructed in FFY07. Included in this project is SD 79 from I-90 to south of the Peaceful Pines intersection. This project will include the intersection of SD 79 & Foothills Dr.
BOULDER CANYON CLUSTER – Lawrence County: This cluster has 17 crashes at the locations listed below. Of the 16 crashes, 1 was an angle-intersection crash, 1 was a rear-end crash, 5 were head-on crashes, 1 hit fixed objects off roadway crash, 1 was overturned on roadway crash, 2 were overturned off roadway crashes, 1 was a side swipe while overtaking crash, 2 were side swipe opposite direction crashes, 1 was an angle non-intersection crash, and 1 was an animal crash. The crash reports indicate the following:
US14A – Boulder Canyon MRM 47.20 – 50.80:
· At MRM 47.20, motorcycle went off left side of roadway - driver had medical problem
· At MRM 47.30, motorcycle 1 swerve to miss a deer that motorcycle 2 ahead of him had hit – motorcycle 1 lost control and rolled.
· At MRM 48.20, vehicle stopped at stop sign then pulled out in front of westbound motorcycle.
· At MRM 48.30, eastbound motorcycle struck a deer.
· At MRM 48.90, westbound motorcycle entered curve too fast, crossed centerline and struck eastbound vehicle.
· At MRM 49.10, westbound motorcycle entered curve too fast, crossed centerline and struck 2 eastbound motorcycles.
· At MRM 49.10, westbound vehicle crossed centerline in curve and struck eastbound vehicle – driver of westbound vehicle was killed. Driver of westbound vehicle may have had medical problem.
· At MRM 49.20, westbound motorcycle crossed centerline in curve and struck eastbound motorcycle – both drivers were killed.
· At MRM 49.50, eastbound motorcycle crossed centerline in curve, side swiped a camper trailer, and struck another vehicle head-on – driver of motorcycle was killed.
· At MRM 49.50, eastbound motorcycle traveling at a high rate of speed entered curve, crossed centerline, and stuck westbound vehicle – driver of motorcycle charged with DUI & reckless driving.
· At MRM 49.50, eastbound motorcycle entered curve, crossed centerline, and struck westbound motorcycle – driver of eastbound motorcycle was killed.
· At MRM 49.80, westbound motorcycle traveling over the posted speed entered curve, went onto shoulder that had gravel on it, struck delineator post, and went into ditch.
· At MRM 49.90, driver of eastbound vehicle was reaching for cell phone, drifted across centerline, and struck westbound vehicle.
· At MRM 50.20, westbound motorcycle rear-ended vehicle stopped behind another vehicle that was stopped to make a left turn.
· At MRM 50.30, westbound motorcycle left roadway in curve and entered the north ditch.
· At MRM 50.80, westbound motorcycle was using the front brake to slow down for a vehicle that was stopped to make a left turn. Motorcycle went on its side, driver and passenger were ejected, and the motorcycle continued on and hit the stopped vehicle.
CORRECTIVE ACTION: A Road Safety Audit Review was conducted in 12/14/04. The audit recommended enhancing the signing to call attention to the curves at MRM 48+ and 49+. Also, electronic message boards are used to call attention to the curves during the Annual Black Hills Motorcycle Rally which occurs during the first two weeks of August. Crashes have reduced from 10 in 2004, to 4 in 2005, to 3 in 2006. The RSI team should make a follow up inspection at this location.
DEADWOOD CLUSTER – Lawrence County: This cluster has 32 crashes at the locations listed below. Of the 32 crashes, 2 were an angle-intersection crashes, 2 were a rear-end crashes, 2 were head-on crashes, 8 hit fixed objects off roadway crashes, 5 was overturned on roadway crashes, 3 were overturned off roadway crashes, 1 was a side swipe while overtaking crash, 1 was side swipe opposite direction crash, 5 were angle non-intersection crashes, 1 was a pedestrian crash, and 2 were animal crashes. The crash reports indicate the following:
· City of Deadwood – Stewart St. & Terrace Ave. – Motorcycle attempting to turn around in middle of intersection – slight incline in grade of road contributed to the motorcycle tipping over.
· Maitland Rd. – isolated location: Driver stated that he fell asleep, lost control of the vehicle, and ran off road.
· City of Deadwood – Main St. – 150 feet east of Deadwood St.: Pedestrian injured when vehicle rolled over pedestrian’s ankle - occurred in parking space.
· US 85 & US 385: Northbound motorcycle turning left from stop sign on US 385 struck rear of westbound vehicle on US 85.
· US 85 MRM 26.05, Westbound DUI driver lost of vehicle, went off roadway, and struck hillside.
· US 85 MRM 26.50, southbound motorcycle crossed centerline and collided with northbound vehicle.
· US 14A MRM 37.84, southbound vehicle slid across roadway into northbound lane and collided with northbound vehicle.
· US 14A MRM 37.85, eastbound motorcycle came upon slow moving vehicle at intersection, braked, lost control, and slid into guardrail – driver of motorcycle cited for careless driving.
· US 14A MRM 38.65, vehicle 1 was turning left from commercial driveway, his view partially blocked by vehicle next to gas pumps, collided with westbound vehicle 2 on Hwy, vehicle 2 went off roadway and struck tree.
· US 14A MRM 38.77, westbound driver of vehicle noticed motorcycle going eastbound in his lane, westbound driver started to go to eastbound lane to avoid collision. At same time, the motorcycle started to go to the eastbound land and they collided. Driver of motorcycle flew off, hit guardrail, and went over embankment – driver of motorcycle was killed. Roadway was wet in places and there was mud in areas due to melting snow.
· US 14A MRM 38.83, driver of eastbound vehicle suffered a medical condition (low blood sugar), crossed centerline, and sideswiped a westbound vehicle.
· US 14A MRM 39.26, eastbound motorcycle attempted to pass another eastbound left-turning vehicle and ran into side of left turning vehicle.
· US 14A MRM 39.30, eastbound motorcycle collided with a deer.
· US 14A MRM 39.50, driver being pursued by police went into curve too fast, lost control, and collided with guardrail.
· US 14A MRM 39.81, eastbound motorcycle lost control, went into a parking lot, and collided with a guardrail.
· US 14A MRM 39.81, eastbound motorcycle failed to negotiate a turn, ran off the road, and collided with a guardrail. Driver appeared to be inexperienced.
· US 14A MRM 39.88 – 0.2 mile West of Deadwood’s Main St. - eastbound motorcycle traveling with a group of cycles got to far to the outside of his lane, failed to negotiate a curve, went through a gravel parking lot, and collided with a guardrail.
· US 14A MRM 40.18, - 0.1 mile east of Deadwood’s Upper Main ST., westbound vehicle veered left across 4 lanes of traffic, went over the curb, and collided with an embankment.
· US 14A MRM 40.51, westbound motorcycle going at high rate of speed failed to negotiate curve, slid on median, struck delineator post, and went off roadway – driver charged with DUI.
· US 14A (Pioneer Way) & Deadwood St., driver on motorcycle attempted to turn left, applied front brake, front wheel slid on gravel, and motorcycle laid over on right side.
· US 14A MRM 41.20 (intersection of Volin St.), driver leaving Volin St. failed to stop for stop sign and collided with westbound vehicle on US 14A.
· US 14A MRM 41.71, eastbound motorcycle collided with vehicle ahead that was stopped to make a left turn – driver of motorcycle charged for DUI and following too close.
· US 14A MRM 42.71 (intersection of Shirttail Gulch Rd.), westbound vehicle 1 passed westbound vehicle 2 and cut in too quick and striking vehicle 2.
· US 14A MRM 43.10, eastbound motorcycle collided with a deer.
· USW 14A MRM 43.42, eastbound motorcycle drifted toward edge of roadway into some loose sand and slid into south ditch.
· US 14A MRM 43.62, westbound motorcycle went into north ditch while negotiating a curve, stuck an approach, and rolled.
· US 14A MRM 43.64, eastbound motorcycle 1, for an unknown reason, rear ended motorcycle 2, motorcycle 1 slid into westbound lane, and was struck by westbound pickup. Motorcycle 2 stayed upright and pulled to side of road.
· US 14A MRM 43.91, eastbound motorcycle driver laid bike down to avoid rear ending a pickup that was slowing down to make a right turn. Pickup did not use turn signal or brake lights.
· US 14A MRM 44.55, driver of motorcycle lost control while braking for a slow moving group of motorcycles ahead of him.
· US 14A MRM 44.76, westbound vehicle lost control on slippery road, slid into eastbound lane, and collided with eastbound vehicle.
· US 14A MRM 44.93, westbound speeding vehicle crossed centerline and sideswiped motorcycle in eastbound lane. Drive of speeding vehicle was arrested for DUI, vehicular battery, hit and run, reckless driving, & open container.
· US 385 MRM 121.90, southbound speeding motorcycle was negotiating a curve when the brakes locked up. Motorcycle went into ditch and hit rock embankment.
Of the 32 crashes above, 20 involved motorcycles. Of the 20 motorcycle crashes, 10 occurred during the Black Hills Motorcycle Rally when the area is congested with 400,000 to 500,000 motorcycles. Many of these motorcycle riders are from out of state and are not familiar with the roads in the Black Hills area.

US 16 – 3 FORKS (US385) TO KEYSTONE WYE CLUSTER – Pennington County: This cluster has 14 crashes at the locations listed below. Of the 14 crashes, 1 was a rear-end crash, 1was a head-on crash, 4 hit fixed objects off roadway crashes, 6 were overturned off roadway crashes, 1 was side swipe opposite direction crash, and 1 was an angle non-intersection crash . The crash reports indicate the following:
· Old Hill City Rd. – 0.7 miles east of Wolf Ramite Rd., eastbound vehicle missed curve. Driver stated she may have fallen asleep.
· Old Hill City Rd. – 150 feet west of 12868 ˝ Drive, driver of westbound motorcycle lost control, drove off roadway, and collided with large rock.
· US 16 MRM 42.87 – 3 Forks Jct. (US 385), westbound semi-truck rolled while trying to negotiate curve – curve is a 45 MPH speed zone. Semi-Truck was traveling 55-60 MPH.
· US 16 MRM 46.72, eastbound vehicle slid off snow packed and slippery road, entered ditch, and struck rock.
· US 16 MRM 41.90, westbound motorcycle traveling 40 MPH in a 50 MPN zone, lost control, and collided with bridge approach guardrail.
· US 16 MRM 47.09, westbound motorcycle driver moved to the shoulder of roadway to let a motorist pass, ran over a rut, lost control, and tipped over.
· US 16 MRM 47.10, westbound vehicle crossed centerline and collided head-on with eastbound motorcycle – both driver and passenger on motorcycle were killed. Another eastbound motorcyclist laid his motorcycle down to avoid collision with the first motorcycle.
· US 16 & Twin Springs Rd. (MRM 47.10), westbound motorcycle was stopping to make a left turn and was rear ended by westbound vehicle – driver of motorcycle was killed.
· US 16 MRM 48.01, driver of eastbound vehicle left roadway, drove onto shoulder, overcorrected, slid across both lanes of travel, entered north ditch, slid down the hill, struck a tree, and rolled. Driver does not recall what happened.
· US 16 MRM 48.25, eastbound motorcycle could not slow down for a vehicle slowing down in front of him, so he went around the vehicle, entered the westbound lane, and collided with a westbound motorcycle.
· US 16 MRM 48.30, eastbound vehicle towing a camper and while taking a curve the camper dropped off right side of roadway, driver overcorrected, crossed roadway, entered ditch, and rolled.
· US 16 MRM 48.40, westbound vehicle on patch of ice while negotiating a curve, entered north ditch, and rolled.
· US 16 MRM 48.81, westbound vehicle lost control while negotiating a curve, started to slide into ditch, then come out of ditch, slid into eastbound lane, and collided with rear of eastbound vehicle.
NOTE: US 16 from 3 Forks to the Keystone Wye had a resurfacing project during the 2006 construction season. As part of this project, climbing lanes were added and a westbound left-turn lane was added at the intersection of Twin Springs Road.
