Missouri 2007 Five Percent Report

This report is in response to the Federal requirement that each state describe at least 5 percent of its locations currently exhibiting the most severe highway safety needs, in accordance with Sections 148(c)(1)(D) and 148(g)(3)(A), of Title 23, United States Code. Each state's report is to include potential remedies to the hazardous locations identified; estimated costs of the remedies; and impediments to implementation of the remedies other than costs. The reports included on this web site represent a variety of methods utilized and various degrees of road coverage. Therefore, this report cannot be compared with the other reports included on this Web site.

MISSOURI 5% REPORT

Safety in Missouri

Beginning in 2004, the State of Missouri's safety efforts have been guided by Missouri's Blueprint for Safer Roadways. This document is a comprehensive strategic plan for improving safety in the state through engineering, enforcement, education, and emergency medical services solutions.

One key change is the definition of safety in Missouri. The Blueprint has shifted the state's safety efforts to focus on strategies to eliminate fatalities and serious injuries on our roadways. Minor Injury and Property Damage Only crash information is used only in support of this effort.

Problem Identification & Network Screening

In 2005 Missouri's statewide problem identification reports were modified to reflect this new direction. The previous High Hazard Location lists, which included those locations where a high number of recorded crashes occurred, was eliminated. It was replaced with the new High Severity Location lists that focused on severe crash locations.

Locations are chosen by assigning an Equivalent Property Damage Only (EPDO) value to each fatal and disabling injury crash (9 and 6, respectively). Calculating the sum of EPDO values at any one location yields that location's Severity Number. In order to be included in the High Severity Location list (as an intersection or a one-mile segment of road), a location must have a Severity Number of 15 or greater. This number allows a location with the following criteria to be included:

Both intersection and two-mile segment lists are developed for the purpose of problem identification.

5% List Determination

2003-2005 crash data were chosen for determination of the current 5% list. Due to this, some of the locations on the list have been addressed with safety projects. They are denoted "Complete" on the list of locations.

For calendar years 2003-2005, the High Severity Location lists (for intersections and segments) provided priority locations for MoDOT districts to address with safety funds. The top five percent of these two lists were used for the 5% Report.

Local Roads

Beginning with the current 5% Report, Missouri is able to locate every fatal and disabling injury crash on a public road, regardless of roadway ownership. When the five percent locations were determined for this year, only state-maintained locations rose to the top of the list. The main reason for this is the size of the MoDOT system. At 32,000 miles of state-maintained roadways, the vast majority of vehicle miles traveled in Missouri are on the state system, as are most of the severe crashes.
