SAFETY PERFORMANCE TARGETS TIMELINE

Spring 2021 – Safety stakeholders coordinate on setting calendar year (CY) 2022 safety targets. All safety targets are based on 5-year rolling averages.

July 1, 2021 – State Highway Safety Offices report the three (3) identical CY 2022 safety targets to NHTSA in the Highway Safety Plan (HSP).

August 31, 2021 – State DOTs report CY 2022 safety targets to FHWA in the HSIP Annual Report and report serious injury data for the CY 2020 target assessment.

January 1, 2022 – CY 2022 targets commence, based on the 5-year average for 2018-2022.

February 27, 2022 – Last day for MPOs to establish CY 2022 safety targets.

Spring 2022 – Safety stakeholders coordinate on setting CY 2023 safety targets.

Coordination With Other Plans

Long-range statewide transportation plans (LRSTPs) and Metropolitan Transportation Plans (MTPs) must include safety performance measures and targets.

Statewide Transportation Improvement Programs (STIPs) and Transportation Improvement Programs (TIPs) must include a description of how the STIP/TIP contributes to achieving the performance targets in the LRSTP/MTP.

January 1, 2023 – CY 2023 targets commence, based on the 5-year average for 2019-2023.

July 1, 2023 – State Highway Safety Offices report the three (3) identical CY 2024 safety targets to NHTSA in the HSP.

August 31, 2023 – State DOTs report CY 2024 safety targets to FHWA in the HSIP Annual Report and report serious injury data for the CY 2022 target assessment.

December 31, 2023 – CY 2023 safety performance targets conclude.

Safety Target Assessment Determination

December 2021 – FHWA determines whether a State has met or made significant progress toward meeting CY 2020 safety targets. FHWA uses 2016-2020 data as the period for assessing significant progress.

March 2022 – FHWA reports findings to States indicating whether the State has met or made significant progress toward meeting CY 2020 safety targets.

June 30, 2022 – States that did not meet or make significant progress toward meeting CY 2020 safety targets must submit an HSIP Implementation Plan to FHWA.

October 1, 2022 to September 30, 2023 – States that did not meet or make significant progress toward meeting CY 2020 safety targets must use obligation authority equal to the Fiscal Year (FY) 2019 HSIP apportionment only for highway safety improvement projects in FY 2023.

December 2022 – FHWA determines whether a State has met or made significant progress toward meeting CY 2021 safety targets. FHWA uses 2017-2021 data as the period for assessing significant progress.

March 2023 – FHWA reports findings to States indicating whether the State has met or made significant progress toward meeting CY 2021 targets.

Safety Performance Target Assessments

FHWA will publish the State Safety Performance Target Assessment determinations annually on the Transportation Performance Management website at: https://safety.fhwa.dot.gov/hsip/spm/state_safety_targets/.
