2001 National Highway Safety Awards

Safety Awards Competition

Purpose
The National Highway Safety Awards Competition is conducted to recognize outstanding safety achievements in using Federal-aid Highway, Federal Highway Safety Program (Section 402), State and/or Local, and Private Sector funds.

Eligibility
Projects sponsored by State and Local Highway and Safety Agencies, Safety Organizations, and Private Sectors are eligible to compete. Projects initiated within the last five years are eligible. Entries from previous competitions with additional supporting documentation may be resubmitted.

Entries
Entries should be in one of the three program categories encompass activities, projects, and programs relating to highway safety.

Nomination of candidates for awards and supporting documentation must be received in the FHWA Office of Safety, Washington, DC by April 16, 2001.

Each entry must present supporting documentation to adequately describe the project and explain its contribution to highway safety. The documentation should include a description of the project activity, background or reason for the project, costs, safety effectiveness, and relationship to the awards criteria and program category. Up to 3 photographs and any evaluations performed should also be included where appropriate.

Each entry should be accompanied by a press release - up to two pages double-spaced - for use if the entry is one of the award recipients. The release should describe the scope of the project and include aspects, unusual safety features and solutions, and the roles of different organizations in the project.

All materials become the property of the Department of Transportation and may be used by the Department of Transportation for its purposes.

No entries will be returned.

Judging and Awards

An evaluation panel of safety professionals will be convened to select the award recipients. The results will be announced Fall 2001. These outstanding entries will be announces nationally and will receive a National Safety Award Plaque.

Program Categories

Safety Improvements
Physical improvements to the highway or the roadside:

Improved highway design
Providing safer roadside by: obstacle, removal, relocation, replacement, or shielding; or regrading of the side slopes.
Intersection improvements: improved signs, markings, signals and turn lanes.

Operational Improvements
Activities, other than physical improvements, that contribute to the safe operation and maintenance of the highway facility:

Operational and/or management improvements for work zone safety.
Innovative use of signs, marking, changeable message signs, and new technologies.
Public information campaigns.
Multidisciplinary activities, such as road safety audits, to address roadway safety problems.
New or unique operations and maintenance policies that improve safety.

Program Planning, Development and Evaluation
Processes and activities addressing the safety needs of spot locations, corridors, and/or communities:

Effective use of crash location identification and analysis.
Effective integration of safety into Metropolitan and State planning processes.
Utilizing evaluations to produce policies, processes, and practices that improve safety.

Award Criteria

Innovation
Projects or programs that include innovative concepts as compared to the existing state-of-the-art at a national, state, or local level:

Creative approaches to address highway safety problems.
Innovative management approaches to overcome hurdles.
Innovative solutions to a particular crash problem.

Effectiveness
Projects or programs resulting in a significant reduction in the number and/or severity of crashes.

Efficient Use of Resources

Cost-efficient countermeasure(s).
Broad application of low cost, effective countermeasures.
Efficient use of agency resources.
