§ 1411

Program Purpose

USDOT shall enter into an agreement to assist in the activities of a national nonprofit organization that is solely dedicated to improving public road safety.

Program Features

Road Safety - To improve public road safety, the national nonprofit organization selected will carry out activities designed to improve the quality of data pertaining to public road hazards and design features that affect or increase the severity of motor vehicle crashes. The organization will develop and carry out a public awareness campaign to educate State and local transportation officials, public safety officials, and motorists regarding the extent to which public road hazards and design features are a factor in motor vehicle crashes. In addition, it will promote public road safety research and technology.

Bicycle and Pedestrian Safety Grants, also established in this Section, are administered separately.

Funding

Funds are available for obligation in the same manner as if apportioned under chapter 1 of title 23 United States Code, except that funds will remain available until expended.

Federal Share

The Federal share is 100%.

Implementation

A request for qualifications statement was published in the Federal Register in December 2005. Based on the qualification statements submitted, FHWA will determine whether a competitive process will be utilized to select the recipient organization. FHWA expects to issue a contract in 2006 to a national nonprofit organization that will carry out the roadway safety activities identified in Section 1411.
