Program Purpose

SAFETEA-LU directs USDOT to fund and carry out a project to further the development of a comprehensive transportation safety information management system (TSIMS). The purpose of the TSIMS project is to further the development of a software application to provide for the collection, integration, management, and dissemination of safety data from and for use among State and local safety and transportation agencies, including driver licensing, vehicle registration, emergency management system, injury surveillance, roadway inventory, and motor carrier databases.

Program Features

The American Association of State Highway Transportation Officials (AASHTO) developed TSIMS as a joint application development project sponsored by AASHTO on behalf of its member organizations, and other private-sector partners. TSIMS is an AASHTOWare product. The goal of the TSIMS effort is to develop a comprehensive and nationally recognized Transportation Safety Information Management System to meet the needs shared by all states to manage, and effectively utilize the full array of traffic safety information.

Fifteen states participated financially in Phase 1 of the TSIMS Project, completed in June 2001. With financial support from several agencies in the US DOT, AASHTO is refining the scope of the TSIMS Phase 2 effort to make TSIMS more affordable and increase the benefits of state participation. Funding authorized in SAFETEA-LU, combined with funding from participating states, will ensure the continued work to make TSIMS a reality and benefit for state and local safety and transportation agencies.

Funding

Section 5501 provides $1,000,000 for fiscal years 2006 and 2007 to carry out the TSIMS project. These funds are intended to supplement voluntary contributions to be made by state departments of transportation and other state safety and transportation agencies.

Funds shall remain available until expended and shall not be transferable.

Federal Share

Federal share of the cost of this project shall be 50 percent.

Implementation

It is anticipated this project will be managed by AASHTO which has already developed and implemented an initial TSIMS plan. AASHTO has developed a coalition of states that participated in phase one of the TSIMS project. AASHTO plans to continue development and implementation of TSIMS with the additional funding from SAFETEA-LU and additional financial support from states. Every state will benefit with state data information agencies (e.g. driver licensing, vehicle registration, emergency management system, injury surveillance, roadway inventory, and motor carrier database) being major recipients of the continued effort. The FHWA Office of Safety will manage the transfer of funds and monitor the progress of the project. FHWA Division Offices will be involved in supporting the TSIMS project as it relates to providing a tool to assist state traffic data information agencies.
