States with $5 million to $10 million available for obligation, in no particular order, include Arizona, Colorado, Kansas, Oklahoma, Louisiana, Arkansas, Missouri, Minnesota, Wisconsin, Illinois, Indiana, Ohio, Michigan, Tennessee, Virginia, Mississippi, Alabama, Georgia, South Carolina, North Carolina, New Jersey, and New York.

States with less than $5 million available for obligation include: Washington, Oregon, Nevada, Utah, Idaho, Montana, Wyoming, Nebraska, North Dakota, South Dakota, Iowa, Kentucky, West Virginia, Maryland, Delaware, Connecticut, Rhode Island, Massachusetts, Vermont, New Hampshire, Maine, Alaska, and Hawaii.
