Long Description: Collaborative Process to Set and Achive Safety Performance Measure Targets.

This diagram illustrates the relationships between the four audience and stakeholder groups as they travel down a road toward the goal of zero fatalities and serious injuries.

At the beginning of the process, technical experts seek both to educate and inform the general public and media on ways to improve safety and to garner their participation in the process. The public and media share messages of roadway safety urgency among their peers, make wiser roadway safety decisions, and want wiser use of safety funds. This interaction leads to understanding the issues and the need for harmonized collaboration.

The technical experts are also reaching out to target supporters at this early stage to obtain collaboration and input on safety-driven project selection. These target supporters support target achievement, want influence in how HSIP funds are spent on local roads, and provide aggregated data and analysis. This interaction leads to safety project selection and funding.

The next step is for target approvers to buy into the selected projects. Their responsibility is to ensure targets align with core business practices.

The objective of the targets is to meet four out of five targets or to improve the baseline.
