Purpose Consistency with MAP-21 Establish new safety performance management requirements

Remove reference to provisions that no longer exist under MAP-21:

  • High Risk Rural Roads Program
  • 10% Flexibility Provision
  • Transparency (5%) Report

FHWA will establish safety performance measures for:

  • Serious injuries and fatalities per vehicle mile traveled (VMT)
  • Number of serious injuries and fatalities
Proposed Key Provisions

Clarify other MAP-21 provisions for:

  • Non-infrastructure projects
  • Relationship to Safety TPM
States and MPOs must set targets for each of the measures for all public roads and report on progress

Establish requirements for:

  • SHSP Update Cycle
  • Inventory of Model Roadway Elements
  • HSIP Report Content & Schedule

FHWA must assess whether State has met or made significant progress toward meeting targets
