Figure 1.1 shows variations in DOT Local Road Safety Program organization and typical scope/responsibilities on a spectrum from centralized to decentralized. The most centralized approach uses a Local-Aid Division to handle all local projects including safety projects. A centralized local road safety program/unit is a special unit/department that handles local safety projects. A hybrid of the local-aid division and local road safety program involves a special unit/department that identifies and prioritizes safety projects, while the local aid division administers the projects. A hybrid local road safety program and district/region-level project coordination organization involves a special unit/department that identifies and prioritizes safety projects which are administered by district-level staff. The district/regional-level project coordination model involves all local projects being identified, prioritized, developed and administered at the district level by district engineers. Finally with the most decentralized approach, a district/regional-level local project coordinator handles all local safety projects at the district level.
