Figure 3.11 is a chart depicting sample data, showing five-year fatality averages from 2007 to 2012 and future fatality forecasts for the years 2013 to 2020. The purpose of the graphic is to show two different approaches to setting a fatality target. Both targets are set based on historic data (2007 to 2012) and one shows what fatalities would look like in 2020 if the goal was to reduce fatalities by 3.4 percent, while the other shows fatalities based on a linear trend. The target based on the 3.4 percent reduction is 52 and the target based on the linear trend is 44. The chart also conveys the point that once potential targets are identified, transportation stakeholders can decide together what the target should be based on available resources.
