Figure 3.13 is a chart depicting sample serious injury data, showing trends from 2007 to 2012 for three safety goal areas (young drivers, intersections, and bicyclists). The data show that, over time, young driver and serious injury serious injuries declined. Bicycle programs, however, show a steady increase. The purpose of the chart is to show that it is up to planners to monitor these trends and evaluate where to make investments. For instance, even though serious injuries for young drivers and intersections show decline after 2008, it does not necessarily mean funding and project or program implementation should cease in those areas. However, since bicycle injuries have been on the rise, it may be time to direct new or additional resources to the emphasis area.
