This figure illustrates the relationship among the four fundamental elements and the four steps (the Essential Eight) for successful SHSP implementation. The fundamental Elements are: leadership, collaboration, communication, and data collection and analysis. The four steps for successful SHSP implementation are: emphasis area action plans; integrating into other transportation plans; marketing; and monitoring, evaluation, and feedback.
