The Strategic Highway Safety Plan Implementation Process Model

This figure illustrates a sample action planning matrix. For each emphasis area a lead agency must be identified and objectives need to be defined. One or more strategies (with responsible agency identified) should be developed to facilitate the implementation of each objectives. A series of action steps detailing how each strategy will be completed should be developed and should include performance measures, responsible agency, resources, budget, and timeline.
