The Strategic Highway Safety Plan Implementation Process Model

This figure describes the relationship between the SHSP and the transportation planning process. The first step in transportation planning is the development of regional vision and goals, which should informed by SHSP goals, emphasis areas, and data/analysis. The development of alternate improvement strategies and their prioritization should be consistent with the strategies identified within the SHSP. Development of the long-range transportation plan and the STIP/TIP should be done such that the final results are aligned with SHSP priorities and action plans. After the selected transportation plans and projects are implemented, information gathered during subsequent systems operations activities should be used to monitor and track overall SHSP implementation. System performance data should be used to help evaluate the SHSP and inform any SHSP update activities.
