This Figure shows the major steps in the NEPA decision making process, which starts with the determination of whether the project will have a significant impact. If it will not have a significant impact, a categorical exclusion is prepared. If it will have a significant impact, an Environmental Impact Statement is prepared. If the impact is unknown, an Environmental Assessment is prepared to determine whether further review is needed.
