HSIP Online Reporting ToolThe Highway Safety Improvement Program (HSIP) Online Reporting Tool (ORT) supports the annual HSIP reporting requirements. Under MAP-21, states are required to complete annual reports for the HSIP and the Railway-Highway Crossing Program (RHCP). These reports are to be submitted to the FHWA division office no later than August 31st of each year, and to the FHWA Office of Safety by September 30th. The HSIP ORT does NOT change the reporting requirements, only provides an alternative means to submit the annual HSIP reports.
HSIP managers and related staff from State Departments of Transportation and the FHWA Division Offices will use the HSIP ORT to facilitate the submittal and review processes for the annual HSIP reports. The HSIP ORT accommodates four distinct user types: the State reporter, delegates and secondary delegates, as well as the FHWA reviewer. Both agencies also have the ability to designate general users, who have "view-only" rights to the reports. The HSIP ORT will be available for optional use beginning May 8, 2013 via FHWA’s User Profile and Access Control System (UPACS). All users (i.e. reporters, delegates, secondary delegates and general users) of the HSIP ORT must establish a UPACS account. Step-by-step instructions are available upon request. The HSIP ORT consists of a series of questions that will be completed by the reporter and/or their delegates. The questions align with the current HSIP Reporting Guidance and RHCP Reporting Guidance. The responses to these questions will constitute the annual HSIP report. A preview of these questions is available attachments to the respective MAP-21 reporting guidance documents.
