Long Description: County Road Safety Plan Process

Diagram lays out the activities undertaken as part of theCounty Road Safety Plan development process. The activities are described in a month-by-month format.

Beginning in Month 1 and spanning through month 4, each county analyzed crash data using MnCMAT filters. At the conclusion of this month, a kick-off video conference was conducted.

During Month 5, counties selected Safety Emphasis areas. These include:

• Young drivers (younger than 21)
• Older drivers (older than 64)
• Aggressive driving/speeding-related
• Drug and alcohol-related
• Inattentive/distracted drivers
• Unbelted occupants

At the conclusion of month 6, a review meeting was held.

Month 6 activities supported development of a comprehensive list of safety strategies. A workshop was launched to:

• Engage stakeholders
• Provide an overview of the crash data
• Introduce potential solutions
• Empower stakeholders

Month 7 activities involved identifying a short list of critical strategies which were based on crash analysis and workshop results. The counties selected which strategies to apply.

During month 8, safety projects were identified. Roads with highest risk assessments were evaluated and assigned a safety project.

At the conclusion of month 8, a review meeting was held.

During Month 9, a Safety Plan was drafted. The plan:

• Describes the safety emphasis areas
• Identifies a short list of high-priority, low-cost safety strategies
• Documents at-risk locations along the county's highway system that are considered candidates for safety investment
• Includes a list of budget for suggested safety projects—these projects are the application of high-priority safety strategies for the at-risk locations

The plan is being used for:

• Project programming
• Project Development
• Implementation
• Evaluation
• Refinement and Update
