Figure 6.1 is a chart showing sample data depicting annual fatalities and serious injury trends between 2006 and 2012. The purpose of the figure is to make the point that reviewing trends on an annual basis can encourage an agency to consider safety more prominently as a goal area. For instance, the trend data in the figure shows high numbers of fatalities and serious injuries which could lead an agency to conclude that both serious injuries and fatalities are a concern, based on the numbers, and a safety goal would be appropriate to develop.
