Figure 6.14 a flowchart describing the relationship between the Strategic Highway Safety Plan (SHSP) planning process and the Highway Safety Improvement Program (HSIP) funding process. During the SHSP process, data analysis leads to the identification of goals, emphasis areas, strategies, priorities and action plans. For HSIP funding, specific safety countermeasures are identified through a problem identification process and then prioritized for funding and included in the HSIP project list.
